Acceptable Use Procedures for Computers and Networks
Purpose
The Riverview School District provides a wide range of computer resources to its students and staff for the purpose of advancing the educational mission of the District. These resources are provided and maintained at the District's -- and therefore, the public's -- expense and are to be used by members of the school community with respect for the public trust through which they have been provided.
The Appropriate Use Procedures that follow provide details regarding the appropriate and inappropriate use of District computers. It applies to all District staff and students, and covers all District computer equipment including any desktop or laptop computers provided to staff, the District computer network and any computer software licensed to the District
The procedures do not attempt to articulate all required or proscribed behavior by users. Successful operation of the District computer network requires that all users conduct themselves in a responsible, decent, ethical, and polite manner while using the District computers. You, the user, are ultimately responsible for your actions in accessing and using District computers and the District computer network. As a user of District computers, you are expected to review and understand the guidelines and procedures in this document.
Network Use
- All use of the system must be in support of education and research and consistent with the mission of the district. The District reserves the right to prioritize use and access to the system.
- Any use of the system must be in conformity to state and federal law, K-20 network policies, and district policy. Use of the system for commercial solicitation is prohibited. Use of the computers or network systems for personal profit or gain is also prohibited. Use of the system for charitable purposes must be approved in advance by the superintendent or designee.
- The system constitutes public facilities and may not be used to support or oppose political candidates or ballot measures.
- No use of the system shall serve to disrupt the operation of the system by others; system components including hardware or software shall not be destroyed, modified or abused in any way.
- Malicious use of the system to develop programs or instigate practices that harass other users or gain unauthorized access to any entity on the system and/or damage the components of an entity on the network is prohibited.
- Users are responsible for the appropriateness and content of material they transmit or publish on the system. Hate mail, harassment, discriminatory remarks, or other antisocial behaviors are expressly prohibited.
- Use of the system to access, store or distribute nudity, pornography, violence, crime, drug use, discrimination or other inappropriate material is prohibited.
Network Security
- System accounts are to be used only by the authorized owner of the account for the authorized purpose. Users may not share their account number or password with another person or leave an open session unattended or unsupervised. Account owners are ultimately responsible for all activity under their account..
- Users shall not seek information on, obtain copies of, or modify files, other data, or passwords belonging to other users, or misrepresent other users on the system, or attempt to gain unauthorized access to the system.
- Communications may not be encrypted so as to avoid security review.
- Users should change passwords regularly and avoid easily guessed passwords.
Personal Security
- Personal information such as home addresses and telephone numbers should remain confidential when communicating with an unfamiliar person. Students should never reveal such information without permission from their teacher and parent/guardian.
- Students should never make appointments to meet people in person that they have contacted on the system without district and parent permission.
- Student and employee users should notify their building administrator whenever they come across information or messages that arrive by computer they deem dangerous or inappropriate.
Filtering and Monitoring
The Riverview School District conforms to the Internet Safety Policy recommendations of the federal Children's Internet Protection Act (CIPA) which includes computer monitoring and the use of an Internet Filtering Solution and which seeks to address the following:
- access by minors to inappropriate matter on the Internet and World Wide Web;
- the safety and security of minors when using electronic mail, chat rooms, and other forms of direct electronic communications;
- unauthorized access, including so-called "hacking," and other unlawful activities by minors online;
- unauthorized disclosure, use, and dissemination of personal information regarding minors;
- minors' access to materials harmful to minors
Copyright
The unauthorized installation, use, storage or distribution of copyrighted software or materials on district computers is prohibited.
General Use
- Diligent effort must be made to conserve system resources. For example, users should frequently delete E-mail and unused files.
- Appropriate training should occur and a signed Individual User Release Form must be on file with the district before access is granted. Students under the age of 18 must have the approval of a parent or guardian.
- Nothing in these regulations is intended to preclude the supervised use of the system while under direction of a teacher or other approved user acting in conformity with district policy and procedure.
For security and administrative purposes the district reserves the right for authorized personnel to review system use and file content. The district reserves the right to remove user access on the system to prevent further unauthorized activity. The district's wide-area network provider (K-20 network) reserves the right to disconnect the district to prevent unauthorized activity.
Discipline
Violation of any of the above conditions of use may be cause for disciplinary action.
Disciplinary action, if any, for students, staff, and other users shall be consistent with the District's standard policies and practices. Violations may constitute cause for revocation of access privileges, suspension of access to District computers, other school disciplinary action, and/or appropriate legal action. Specific disciplinary measures will be determined on a case-by-case basis.
